Management authority to protect nature reserves in Iraq

Our message deals with the negotiation the authority of the administration in protecting natural reserves in Iraq and this topic is considered one of the topics of special interest in administrative law، and the reason for this is due to the emergence of natural reserves through isolating a specific geographical area that contains plants، animals، or both، or archaeological sites. . And then protect it from human encroachments and pollution in various forms، according to special laws or regulations، and declaring a region as a natural reserve is in order to preserve its natural environmental diversity in order to preserve those natural resources from overexploitation or extinction as a result of natural and developmental variables. And then register it internationally with the concerned international organizations. In light of the growth of ecotourism، which has become an important form of modern tourism that has attracted the interest of many developed and developing countries alike، especially those that are characterized by a lack of available natural and economic resources. The importance of rehabilitating natural reserves has begun to emerge strongly as an important factor in tourist attractions. The importance of research is evident through the knowledge of natural reserves to distinguish them from other elements of the ecosystem، and thus the amount of legal protection for this important component of the ecosystem، which is specified under the legislative texts.

Where the study began in the first chapter، concepts and faculties، then research in the second chapter on the authority of management in the organizational decision in natural reserves، and finally in the third chapter، central control، its types and the difference between them، and libraries and websites were used to provide the sources of this message.

The message culminated in a conclusion that included the most prominent findings of the researcher and the resulting recommendations and proposals، and perhaps the most important of them is to accelerate the establishment of natural reserves in areas that embrace wildlife in order to preserve what remains in the Kurdistan Region – Iraq and urgently change the system of establishing natural reserves. And its administration in the Kurdistan Region No. 9 of 2011.
