The media field is no less important in facing various challenges, and since academic science lays the foundations for media management in various institutions, and the Popular Mobilization Organization (Basij) is one of the newly formed Iraqi military institutions, we must shed light on this institution, in the field of research studies to find out the reasons for administrative and technical visions and future perspectives that are concerned with media planning within the institution, drawing an administrative and technical vision in accordance with research tools and academic standards for media management, and access to distinguished media planning adopted by the relevant parties in this institution, so this study came to identify the administrative and technical vision for planning media in the popular crowd.  The researcher relied on the descriptive analytical approach using the personal interview tool to collect data and to answer the questions of the study that examines the reality of media planning and its challenges and auxiliary factors and to make suggestions in this regard. With the general lines set by the Planning Department, and that it works on the principle of central leadership and that it has a central administrative organization according to regular administrative contexts and levels, it also faces external political challenges represented in foreign ideologies that interfere in Iraq’s decision-making trying to weaken the popular crowd (organization) and distort its media image, as well as Social challenges problems faced by the Media organization are issued following a political ideological impact, and security challenges emerged in the media of the Popular Mobilization through the activities of the media group war journalists. In addition to the economic challenge, as government support is not consistent with the volume of activities provided by the Popular Mobilization Organization, and that the Popular Mobilization Organization has invested the available capabilities to develop the media aspect in proportion to the current situation, the researcher also applies to a number of recommendations Including: that the commission, based on the theoretical framework in this study, formulate a general and comprehensive vision for the institution with all its institutions and managers, especially its department of information, to help to guide the staff and present the constitution for the media planning officer and the need to rely on specific professional standards to evaluate the performance of the staff of the Media Institution and benefit from the experiences of the Revolutionary Guards in making documentaries of the victories of the popular mobilization and to show them in Large-scale intelligence management creates new media personalities who are professionally, technically and militarily capable.
