The oversight of the constitutional judiciary is the cornerstone of the establishment of the administrative decentralization system, and its importance is in preserving the political and legal unity of the state, and that it has the power to legislate laws other than the exclusive jurisdiction of the federal government and these supreme laws over federal laws. Therefore, the constitutional judiciary plays an oversight role exercised by the Federal Supreme Court. For this reason, our study seeks to investigate the supreme constitutional oversight of the executive procedures of the provincial councils. The importance of the research centers on the fact that it is complementary to the federal form in Iraq. The importance of research in the judicial oversight of executive procedures is also reflected in the importance of oversight over the constitutionality of laws represented by the Federal Supreme Court to indicate the extent of their constitutionality. This study attempts to answer its main question, which is (What is the constitutional judiciary’s oversight of the executive procedures of the provincial councils?), We also relied in our study on the inductive analytical approach to some of the Constitution’s texts related to our subject, and we also adopted the deductive analytical approach to some of the Constitution’s texts and the decisions of the Federal Supreme Court. and its terms of reference to show the importance of its role in monitoring We took the executive procedures by looking into the loopholes in the law of governorates that are not organized in a region. It is exercised by the ordinary and administrative judiciary, and this is what the study will address by focusing on the oversight of the constitutional judiciary and its effectiveness, which is related to the level of guarantees established for the independence of its bodies as judicial bodies over which there is no authority other than the law.
