The researcher in this study tagged “the role of public relations in increasing the level of satisfaction of the public affiliated with the ministry, the point of view of experts and specialists” in order to identify public relations in creating loyalty to the public and the Ministry of Oil, and to know the role of public relations in responding to complaints from the public associated with the Ministry of Oil, Knowing the role of public relations in forming and communicating with the public towards the Ministry of Oil. The researcher relied on the qualitative approachThrough in-depth interviews with experts and specialists in public relations in the Ministry of Oil, who numbered 15 experts, the researcher relied on the theories of persuasion, the theory of privilege, and the theory of social exchange. Issuing a monthly brochure of the organization’s activities and activating the organization’s pages on social networking sites. The method of the public relations department in dealing with the public should be artistic and graceful so that it can create loyalty to the public associated with the ministry. The organizational structure is distinguished. The Public Relations Department has organization, consistency, homogeneity, and accuracy in its work. The Public Relations Department is linked directly to the media office of the Minister of Oil. The Ministry adopts electronic work in all its departments, including the Public Relations Department. Therefore, employees must use modern electronic media. The department works as one team that overcomes difficulties and obstacles, and this is applicable In the public relations department in the ministry, the employee of the public relations department in the Iraqi Ministry of Oil enjoys diplomacy in dealing with the public of the ministry. There is a role for the public relations department in the ministry in following up, receiving and delivering complaints. The public relations department. In the ministry to meet the needs of the internal public by enhancing their confidence in the ministry and taking care of their health, wages and housing affairs and raising their production efficiency and the external public by explaining the ministry’s policies and providing all the information they request. The researcher also recommends the following: The researcher recommends increasing the activities carried out by the Department of Relations that contribute to increasing the satisfaction of the public associated with the Ministry, especially interest in direct meetings through personal and field visits, and holding workshops, conferences and seminars. And exhibitions, as well as paying attention to the quality of the department’s employees, especially with regard to their status according to the university degree and job description, and including them permanently in training workshops to qualify them further to exercise their role in the department. By using arguments and evidence and presenting them in a calm, courteous and impartial manner, and not dealing with arrogance, arrogance and convulsions, because this creates a negative reaction among the audience.
