Monitoring laws and verifying the degree of compliance of laws issued by the legislature with the constitution in Iraq and the Islamic Republic of Iran According to the principle of the supremacy of the constitution over other laws, then the rules of the constitution are the highest laws in the legal organization.

The issuance of a law or regulation will be stopped if it is against the constitution or Islamic law and has not been issued yet. Or measures will be taken to cancel or prevent its implementation if issued. This is nothing but a means by which the drafters of the constitution in the country guarantee full respect for all its provisions and laws, whether in the legislature or the executive.

The approach used to achieve the goals and issues was a descriptive-analytical approach that helps to analyze and clarify constitutional oversight of laws in Iraq and Iran.
