Ikhvan-ul-Moslemeen, (Islamic Brotherhood) as one of the most significant Islamic political movements, has been attempting to establish an Islamic government, throughout its 80 years of activity. From the viewpoint of Ikhvān-ul-Moslemeen such a government would be established according to the rules of Islam headed by leader elected by people, being responsible before them. The most ideal form of this government is a global one in which all of the Moslem are gathered under the leadership of Imam-e-A,zam (Supreme Leader) and the institution of Khilāfa, inviting all non-Moslem to Islam and doing Jihad (Holy War) against the opponents of the invitation (Da,vah). According to Ikhvān-ul-Moslemeen, religion is not only inseparable from politics but it is a part of that. Therefore according to the rules of religion and necessity by wisdom, all the Moslem are obligated to attempt for establishing Islamic government in order to implement, preach and defend the religion. The government has some religious as well as worldly duties, of which the former is based on preaching and jihad while the latter deals with managing the society and trying to improve life level of the Moslem, observing rights of the non-Moslem. Islamic ruler must be male, Moslem, wise, mature, efficient, knowledgeable and righteous whose rule could be limited or lifelong. He is elected by the council of resolution and conclusion or that of the experts. The ruler acquires his legibility through the votes of people, being obeyed as long as doing his duties. He is the head of executive organ of the state, appointing the head of judicature institution on behalf of the people as well. The laws required by the society are legislated by the council of legislation while the representatives of people and political parties supervise the ruler, s performance by means of the media.
