Kuwait is a unique country among the sheikhdoms and in the same way, Shia of Kuwait differ from their fellows compared to neighboring countries. the works available on Kuwait’s Shia commonly describe their categories, localities, mosques and so on, but the present paper has struggled to study the unique features of Kuwait’s society, it’s rulers and Shia in an analytical way in order to reach to a proper view about balancing role of Shia in Kuwait and the dynamics pertaining to their presence. Given the external and internal threats for the ruling family, the hypothesis is that Shia especially after 1990 functions as a leverage to maintain balance in Kuwait, and if they were not there, it was likely that the al-Sabah family had fallen by their domestic and foreign adversaries. However, Kuwaiti rulers are intelligent enough to use the capacity of Shia to put balance among the active dynamics.
