Undoubtedly, the development programs of the countries are unfinished and inefficient, regardless of the position of women, because women are half of the human resources of societies and have the benefits of development programs.  In view of this, it is essential that progress be made in the design of the Iranian Islamic model, which is one of the comprehensive policies of the Islamic Republic of Iran on development, the status and character of the Muslim woman should be taken into account in all aspects of Islam’s transcendent approach to Islam and to provide indicators appropriate to the ideal aims of Islam for the overall advancement and advancement of the Muslim woman in the implementation of development programs. However, the review of existing research represents a serious vacuum in this field. Given these issues, the main question of this study is what are the Islamic foundations of gender and development and its implications for the design of the Islamic-Iranian model of progress? In order to answer this question, by using the content analysis method, it has been attempted to analyze the content of verses from the Holy Quran and Islamic narrations that describe and explain the status and character of Muslim women and also the most important theories of Shiite scholars who have explained and described the Islamic view in view of these verses and traditions, Islamic Implications Gender-Related Issues and Development to Design an Iranian Islamic Model Developing an Islamic System Based on Gender Indicators of Development. The results show that 8 organizing themes and 8 universal themes extracted at the basic level refer to issues such as the similarity in the creation of a male and female type, the existence of gender differences between men and women, equality of value and appreciation, and the pursuit of happiness, The necessity of segregating individual and family gender roles, paying attention to the functions of the family institution, the equitable enjoyment of women by developmental interests, observance of the chaste rules and hijab in the areas of women’s presence, all express the Islamic approach. The 16 organizing themes and the four overarching themes at the level of gender development indicators also reflect Islam’s approach to the four developmental gender indicators with respect to the basic Islamist approach and the limitations and conditions of women’s participation in these arenas given their developmental roles and conditions.
