Through our research on this subject, the legal framework for public liberties reveals that legislators in Iraq, France and Egypt have taken measures at the textual level, and taken advanced and old steps to reflect the most important rights and public freedoms guaranteed by developed countries, a democratic country that contains various international charters, especially texts International legal rights and fundamental freedoms, through legal texts that regulate public rights and freedoms, such as freedom of life, the right to safety, the right to family life and economic and social rights. Such as property rights and industrial rights, as well as the right to organize, including the right to organize gatherings and demonstrations. The researcher also analyzed and summarized basic legislation, legislation and various subsidiary texts. The function of administrative control in comparative law is the primary function of management to establish a system that controls individual behavior.
This topic is considered one of the most important topics in administrative law, because it clarifies the relationship between public freedom and the Administrative Control Authority, because public freedom determines the importance of this research. It is called administrative precision and ensures that public freedom does not come at the expense of personal freedom.
The problem of the study is represented in the following question: the psychology of the supervisory behavior of the Administrative Control Authority, and how it affects the general freedom of individuals, and that the aim of the study is to clarify the role played by the administrative control authorities and its impact on public freedoms. The governors at the local level and some ministries that exercise special supervisory powers according to the nature of their activities represent the administrative control authority, the departments at the ministry level in the special fields to regulate the rights and freedoms related to these areas.
