In this dissertation, a discussion of the potential of Artificial Intelligence that is related to the functions of public administration to improve decision-making processes in the public interest, and smart algorithmic applications that are employed in public policy-making, smart contracts, electronic communications in contracts, anti-money laundering, legal and administrative affairs, and providing services to citizens in public utilities And assistance in public interaction with the administration and public uses within the framework of public law. And it turns out that artificial intelligence has enormous potential that can be used to achieve the public benefit, achieve legal justice, and provide predictive analysis that contributes to the detection of suspicious operations in the work of public administration if they are prepared in a manner consistent with the functions of public administration and legal rules for better management of public utilities. There are also studies concerned with this subject, including administrative decision-making in the era of machine learning, artificial intelligence, law enforcement, and regulation of artificial intelligence and artificial intelligence, a legal approach within the scope of the European, Western, Arab, and West Asian countries. The descriptive and analytical approach was adopted, which showed an investigational description of the research results with a statement of reasons, analysis of theories with evidence, comparison between them, and inference as proof and denial. The results summarize by accessing the types of artificial intelligence applications that provide data and information to public utilities in the country that shorten the time, reduce effort, and reduce administrative and financial corruption, which have direct benefits for citizens such as improving the quality of public, health and municipal services, service time and productivity, and improving the quality of life for the population with the condition that the public administration by preserving the basic constitutional and legal principles of fairness, fairness, privacy and transparency in front of the openness to supply artificial intelligence with big data.
