The right to freedom of opinion and expression is one of the fundamental human rights without which no democratic system can exist, because it means that people have the right to have their own opinions and ideas, without any pressure or coercion. Take. In addition to their ability to express these ideas, they use a variety of tools, without any threat, to restrict freedom of expression and the free transfer of ideas and information. Freedom of the press is one of the most valuable human rights enshrined in international declarations, charters and conventions, as enshrined in the constitutions of nations for the purpose of securing and regulating it by defining general frameworks and basic principles for it. Freedom of the press is closely linked to positive Iraqi law, as it is an integral part of it. It means informing him of the dangers or opportunities available, and it is a means of disseminating opinions, ideas, and facts and assisting the group in making decisions. This means the press. Because of this importance, one might ask, what is the freedom of the press in the positive rights of Iraq? This is what this study will answer by defining freedom of the press and its elements and guarantees, and developing it into positive Iraqi law and being aware of the restrictions mentioned in international and regional conventions on freedom of the press. Guarantees of press freedom guaranteed by the Iraqi legal system, as opposed to trying to identify the most important limit that the Iraqi legislature has set for this freedom by dividing it into three Iraqi chapters.
