Thanks to the rapid development and obvious advantage of electronic devices, it was necessary for the Islamic Republic of Iran to be able to utilize these devices correctly, as the supreme leader, Ayatollah Sayid Ali Khamenei (may Allah keep him safe) reiterated at the formation of Iran’s National Virtual Space Center that such an opportunity should be seized for two main reasons: first, the use of virtual technologies in the cultural, economic, political, educational and other fields; second, in eliminating the threats against the Islamic Republic though Iran has been able to improve its cyber capabilities in a short span of time and at a high speed. Although it is not yet the number one cyber power, Iran has outdone most countries in terms of strategy and organization of electronic warfare.
Iran is well aware of the benefits of handling the Internet to work as a national power. Iran’s long experience in designing covert activities helps build strategies and launch operations in order to exert pressure and power on internet, as it has created a complex organizational structure for managing cyber warfare.
For this reason, our study aims to focus on an objective picture of Iraq as well as propose suggestions regarding the possibility of founding a National Virtual Space Center there upon the experience of the Islamic Republic in all scientific, cultural, political capacities, especially, with the hegemony and excessive demands of countries in the Middle East which do not look for stability in the region, but the continuation of a chaotic and embarrassing state of affairs in Iraq.
Besides, the problem of cyber security in Iraq is considered to be a cyber threat, which, if followed by the imposition of restrictions on cyberspace freedoms, poses a national security problem there that could lead to further instability there. In order for Iraqi’s cyberspace to be safe from threats and also for Iraq to be able to take advantage of the opportunities created in the fields of education, economy, and politics, certain laws and regulations must be proposed. The first step is to clarify the mission of National Virtual Space Center, the second step is to explain and examine the threats in Iraqi cyberspace, the third step is to explain the implications of the proposed cyber benefits, and the fourth step is to establish the Iraqi National Virtual Space Center.
