The period that the countries of the world went through is considered one of the most difficult and embarrassing periods, especially the spread of the Corona virus, which almost completely stopped life, and decisions issued by governments were quick decisions, especially countries that have decentralized their region system, which is one of the necessary mechanisms on which modern democratic systems must be based As it is the basis for measuring good governance in states, so that it has become difficult for the state on its own (the strict central system) to absorb all the requirements and aspirations of citizens, and from here, the circumstances that have arisen should have been issued decisions quickly without going back to the center.

 This system occupies decentralization, which is the public sphere between the state and the citizens.

 And its importance lies on the basis that it aims to involve citizens in the local development process, and it also gives the individual the opportunity to contribute to choosing the method and manner of managing the regional community, bearing in mind that the degree of decentralization varies from one country to another, and we will discuss in our study here about Iraq and France and what are the methods And the method used to make decisions at a time of the spread of the Corna virus.
