The concept of public housing focuses on the goal or purpose of achieving peace and quiet on public roads and places designated for public benefit. Accordingly, the legal restrictions imposed on the maintenance of public order are no longer rejected, but accepted, as long as they ultimately seek to achieve the necessary balance in satisfying the material and moral aspects of man in a particular place and time. Because it is no longer merely an intellectual luxury, but an imposed necessity. Individuals are not accepted by them. Peace The importance of research in explaining the concept of public peace as the goal of administrative control, as well as highlighting the legal means of protection in Iraqi law. The problem of research is raised in the absence of its own law in all legal texts that regulate it, just like the environment, which in addition to laws and regulations such as the law of protection and improvement of the environment or the law of sound, has its own texts. Prevention or Public Health Law The problem of research also shows whether Iraqi law protects public order. In this research, descriptive-analytical method and comparative method have been used in this research. Our research was divided into an introduction, three chapters and a conclusion. And we have achieved the goal of maintaining public order in order to maintain public order, because with its other elements, public health and public safety, it forms a three-pronged system whose main mission is to maintain society through public order, which is public order. has been harmed. By increasing the noise rate and its widespread damage to the health and performance of the people and thus hindering the development of society. One of the most important proposals is our proposal to issue a special law for crimes against public peace, according to which all legal texts related to the subject of scattered study in most laws, such as other private laws, create an institution that targets people who try to disrupt public housing. They are monitoring. This institution is somewhat similar to the police forces in the Ministry of Interior.
