The legal representative or the legal employee represents his ministry or department in the civil proceedings, whether it is a claimant or a defendant or a third person for clarification or a third person complementing the litigation, and criminal trials in which the legal employee often represents the public right as a complainant or a civil claimant or Witness or clarification of a specific case. Therefore, this study came to clarify the legal organization of the legal employee and the responsibility that falls on him and to try to shed light on the shortcomings in the Iraqi and Arab legislation that pertain to the legal employee.
