 The constitution places restrictions on the political systems of countries so that they do not exceed what the law has set for them, and no group interferes or encroaches on another power, and all powers cooperate in a balanced and coordinated manner. Until the government does its duty and public rights and freedoms are guaranteed. Therefore, the constitution provides for punishment for violating a power beyond its legal limits. Hence, all political systems, with all their methodological differences (republican, parliamentary, parliamentary or mixed associations of all methods), have determined the ways of balance and cooperation or separation of powers, and the constitution has guaranteed the legal means to achieve these goals. Among them is the mutual oversight between the legislature and the executive, which is different in parliamentary and republican systems. Political systems pay attention to this research because of the separation of powers. Explanations of the importance of discussing and researching this issue as the legal mechanism of the executive branch in the federal system based on the Iraqi constitution adopted in 2005 and its comparison with the law of Iran and Egypt are clear. During this discussion we try to raise a problem that motivates the choice of the subject of the dissertation, and that is the agreement with the law of the Republic of Iraq in 2005 on the parliamentary system, Article 47 of which states that federal sovereignty consists of laws of the executive and judiciary. They exercise their expertise and duties on the basis of separation of powers. The purpose of this dissertation is to explain the method adopted by the Iraqi legislature in 2005 regarding the position of the executive branch and to discover the shortcomings in the rules of the legal structure of the executive branch and its impact on the political situation in Iraq. We will also talk about the relationship between the legal texts and the progress and development of the executive branch and compare it with the executive branch in Iran and Egypt.
