Administrative and financial corruption is a widespread phenomenon and a behavior that violates all regulations and laws, and contradicts the values and principles of Islamic Sharia, and a form of the collapse of states and the loss of the rights of current and future generations, in addition to that it represents one of the obstacles to progress and economic development in general, and human development in particular through its impact on The main indicators, including education, health, income, and this seems clear in Iraq and Lebanon through its direct impact on these indicators and its negative impact that led to the disparity in income between the different segments of society, the spread of illiteracy, the low literacy rate and the collapse of the health sector, which calls for the adoption of Procedures and measures to combat it, the concerted efforts of one-state institutions, and the need for states to cooperate among themselves In illegal ways, and it is very clear in developing societies, especially in government institutions, and this phenomenon has multiple types and manifestations that appear as a result of many reasons, including political, social and economic, and may be internal or external, which leaves deep effects on the economies of countries, especially developing countries. The research was based on A hypothesis that administrative and financial corruption affects human development, resulting in the loss of resources available for development events and directing them away from achieving their goals. It results in harm, loss of confidence in states, and lack of respect for laws.
