Interpellation is one of the most powerful tools for parliamentary oversight of government performance, as it is based on accusations and public scrutiny of the evidence presented by members of parliament – petitioners for interpellation – and the interrogated person, whether prime minister or minister, is therefore an important monitoring tool. It is one of the benefits of impeachment to highlight any violation of the rights and freedoms of citizens and to inform the Minister and the staff of the Ministry about these violations. Or if the treasury is wasted or in support of it, or the ministers and other cases of administrative and financial corruption are notified. As a result, impeachment is a tool of reform that forces the minister to correct mistakes in order to prevent impeachment, and if the impeachment does not take place and be unable to reform the policies, the minister will be deprived of trust. The Minister is given ample opportunity to defend the decisions he has made and the orders he has not issued, or to explain why he was unable to issue a correction order that occurred during the time of the former ministers. The impeachment will pave the way for a public inquiry with the participation of all members of parliament, and will eventually lead to either a vote of no confidence in the minister, or a vote of no confidence in the entire government if it is proven to parliament that the government is flawed or negligent. Interpellation is the minister’s questioning and accusation of his misconduct or violation of the constitution. Therefore, it remains logical as long as such an interpellation is within the scope of the minister’s temporal and spatial competencies, because the basis for the minister’s accountability is his duties and competencies in this matter. The present paper uses a comparative analytical research method to examine the subject of the research and concludes that parliamentary impeachment is the questioning of a minister or a minister about his performance in a government matter, and we suggest to the Iraqi legislature that he immediately set the necessary conditions for The parliamentary impeachment should review the internal procedures of the Iraqi House of Representatives before sending it to the relevant officials.
