Since the wrong administrative activity may cause material and moral damages to individuals, as for the material damage, we note that its compensation does not raise any problems, because it is a loss that affects the victim in his financial liability, or a gain that he misses and therefore the other is outside the framework of the research, but compensation for moral damage It raised a lot of problems, because this type of damage does not affect the victim in his financial liability, but rather in his moral liability; Because it is the worry or pain and sadness that befalls the person concerned; Therefore, it cannot be evaluated with money, and from here it is difficult to compensate. Moral damage today is the most serious damage, and the biggest impact on the lives of individuals, and this confirms that there is no type of administrative or functional error except for moral damage that exists in it, so that if we contemplate purely financial damage, we will find that in reality it ends in damage Moral, represented in the sadness and pain that afflicts a person when a job error occurs, which results in the loss of an amount of money, and thus, moral damage is present in all forms of administrative error, as it is the common denominator between them all. The administration often exercises its activities by means that are dominant in the nature of power and domination, making individuals in a lower position, while it always outweighs the management’s hand. It makes it subject to direct and immediate implementation, even if individuals intend to challenge it before the court.
