The Qaraqouyunlu dynasty coincided with the nineteenth / fifteenth century, with developments in the domain of religion, in a gradual process created by the Ilkhanites after the collapse of the Caliphate caliphate in Baghdad. In the sense that authority and religious fanaticism gave way to tolerance and thought and even religious confluence, the result of this approach was the growth of religions and religions, especially Shi’ism, and with the advent of their influence on various social levels, with Policy is also linked. The imperial rulers of Qaraqouinlu also, as necessary, used all their efforts to exploit the influence of these thoughts and its carriers. In their strategic policies, they relied on religious toleration, which secured the legitimacy of their power, which guaranteed their ultimate goal in the government, namely, the durability of power and economic and political interests. This thesis attempts to examine the role of the rulers of Qaraqouyunlu in expanding Shi’ism and how to exploit the element of religion in order to consolidate power during its rule, based on the theory of legitimacy. The method used in this study is a cross-sectional method and the use of the theoretical framework integrated with the historical method. With the explanation that the theory of legitimacy, which in the political sciences is one of the most fundamental ideas of the field of government, has been used in the wider context of this theory, and the views of political thinkers during the Turkmen period are aligned with that Given and compared, and then, by combining this theory with the historical method, to search for and reconstruct the events that were formed during this period, the description, comparison and analysis of the performance of the Qaraqouyunlu have been evaluated. This study describes the function of rulers in integrating the two elements of politics and religion in the aforementioned period, inasmuch as it involves a period of transition from the authoritarian domination of the Sunni religion to the rule of Shi’ism on the political structure of the Safavid government, the importance of This field of study is available. In addition, the analysis of events, especially in this area, is a clear illustration of this era of Iranian land history. Also, the implementation of political theory of legitimacy with the performance of the ruler of the Qaraqouinlu in dealing with religion is a new look at historical events, which can both facilitate the elaboration of the religious behaviors of the rulers and create a new attitude towards history.
