The Working Method of Local Government and its Role in Strengthening or Weakening the Government

The main issue of this research is about the relationship between the government’s power and its authority and the local government, and this issue, whether it is based on the government’s authority or the local government’s authority, is one of the new issues in the field of governance that has become the subject of political science researchers and theorists. Following the new political, economic and technological events and developments, there are no more traditional and absolute hegemonies of the past that relied on the authority of the central government, but new solutions for strategic dialogues with specific and strategic goals are presented inside the country, which today’s governments use to prove their role. They have turned to structural and systematic reforms of internal relations and improvement of their internal coherence and integrity. The result of this international approach with a strategic view is to increase the motivation of governments to strategic planning and guide the behavior of the head of state based on this planning. Therefore, the formation of a local government is a contribution to economic development and, as a result, an increase in the economic power of the government, which can only be achieved under a system with a high degree of security and efficiency and complete trust in local public opinion, and the formation of a local government is a step in this direction.ln addition to this local management, it eliminates the frustration and negativity of developing countries, and this proves in practice that the success of projects in a rural community is due to the continuous effort and hard work of the people of that neighborhood, not based on dependence on the government. Also, local governments reduce the distance between the city and the countryside and increase social unity and proper distribution of the population, and the resources of this local government play a significant role in forming the capital needed for development projects and local business. Therefore, the role of a local government in development through people’s participation and the implementation of construction projects is not less than the central government, and this requires the efforts of everyone and local and state efforts to improve the quality of life in economic, social, cultural and civilizational terms, which is related to the bilateral relationship between Local government and central government will happen. The method of this research is descriptive and analytical, and one of the important results of this research is the influence of local governments in strengthening the foundations of the power of the legal government approved in 2005. This study also distinguished between the local government and the local law that the local government has been given political independence and this right has been granted to it in the constitution and also in the administrative laws and regulations the position of the local government has been recognized. The main result of this research is summarized in the point that several key factors increase the credibility and authority of the government or on the opposite point weaken and fail the government, one of which is the multiplicity of regulatory agencies. The second factor is the lack of awareness of administrative rules and regulations, the solution of which is the requirement to confirm the eligibility of candidates to attend local offices by the local government, which leads to the growth of their administrative skills and knowledge. Other factors are the multiplicity of parties and the spread of the phenomenon of globalization and terrorism, which has affected the performance of the local government and caused limitations and disruptions in its planning and development path.
