Responsibility is of great importance in the topics of various laws, because it has scientific and practical value at the same time, because it reflects the existence of the legal state, which is one of the means necessary to achieve justice, and responsibility for road accidents is one of the most important topics on which controversy has been raised in the jurisprudence and the judiciary has not witnessed the rest of the topics of civil law and the reason for this is the serious increase in road accidents, which led the legal thought to pay increased attention to this problem with the intention of giving full legal protection to the injured The expansion of its protection, therefore, many countries have singled out their own rules of responsibility for their own legislation, including Iraqi legislation, and road accidents have an impact on human beings around the globe, various incidents that are mainly reflected in the escalating number of deaths and injuries caused by road accidents, and the accompanying human suffering due to the pain and grief of those affected by the families of those who have been subjected to such incidents, as well as the various economic and social losses, including the value of damaged vehicles and roads. As a result of accidents, ambulance expenses and treatment for the injured, it was therefore necessary for all societies to face the problem of road accidents and their adverse effects, to work to resolve them, or to the seriousness of these incidents, and to be one of the most prominent problems that threaten human life and money at least to reduce their negative effects, given the modern era, and the resulting harm to the person himself and his money, as well as many international, regional and local conferences, and many individual researches have been conducted In an effort to study the various aspects of the problem of road accidents, and to propose appropriate scientific and legal solutions to eliminate and reduce them, the statistics in Iraq, which indicate the large number of road accidents at present, aim to highlight the shortcomings and deficiencies in the legislative texts that dealt with road accidents, and to propose alternatives to such texts, to provide the required protection for the lives of individuals, the safety of their selves from road accidents, and highlight the importance of the study in terms of a societal phenomenon, that road accidents are on the rise, and constitute a proportion of Significant of the total number of incidents committed, and legal studies conducted in this area have shown that speed is an important factor in the occurrence of many of these accidents, as it reduces a person’s ability to control driving, since the reaction of the driver’s behavior when there is a risk of accident, is not commensurate with the speed of the vehicle, which is why many studies have focused, as well as this study to raise awareness of the rules and manners of the road, not only users Automated vehicles, but also for the public, especially in schools, and followed the researcher in this research on the practical analytical curriculum, and divided the study into three chapters, the first preliminary chapter, and the second and the third addresses the responsibility of municipalities and their provisions in the light of Iraqi legislation, and the study ended with a conclusion that included the most important results and recommendations, and as the researcher hopes in some appropriate proposals in this regard, that this problem should be addressed and the statement of responsibility for road safety rests with local, municipal and national authorities, and with a plan of action in this regard, Comprehensive and thoughtful.
