Solving gender and family issues requires accurate knowledge of these issues, their separation from quasi-issues, prioritization, ordering, planning, managing and leading these issues. Design and use a model to determine the premeditated, futuristic and specialized task of dual and multiple, conflicting views and to choose from schools, methods, cognition and problem solving techniques based on the characteristics of gender knowledge and family of indigenous, Cultural and religious needs is essential. In this thesis, in order to explain the theoretical foundations and process research of problemology and problem-solving in the field of gender and family in Iran, a “basic model of problemology and problem management in this field” has been designed and presented. Attempts have been made in interdisciplinary studies, using combined qualitative methods and integrated strategies, approaches of other sciences for the problemology and problem-solving process, to count and use them in the modeling process. Based on the findings of this study, the most appropriate and optimal model for the author to identify, decide, implement and evaluate complex and important cultural and social issues in the field of gender and family has been proposed. This model with a systemic, interdisciplinary, futuristic approach and in its sequence / rotation process, offers steps and methods to achieve four main stages: “descriptive problemology”, “analytical problemology”, “planning” and “management and leadership”. Findings of this study indicate the need to design a basic model along with problem-oriented models, the need to pay attention to the interdisciplinary nature of women’s studies and emphasis on a priori system design in the planning stage and then fielding dominant human agency on the model, her creativity in the implementation stage, using Multi-layered evaluations and in action. The basic model designed in this research can help to strengthen policy-making and be oriented and coherent to the problem-oriented models that are used in the confrontation of issues and problems in the field of gender and family. This model can facilitate the choice between patterns, theoretical frameworks, and conflicting propositions in policy-making, and enhance the knowledge position of women studies in policy-making and activism to solve issues within their realm of knowledge. At the same time, it can be considered as one of the complementary steps of the Iranian Islamic model of progress.
