At the present time, the administrative judiciary is an important facility of the modern state, as this type of judiciary has what distinguishes it from the ordinary judiciary, as the administrative judiciary is the field in which the role of this judiciary emerges, and there is no doubt that many countries have striven To develop laws that are commensurate with the nature of the administrative judiciary, and towards the increasing importance of the administrative judiciary, the development in international law has reached a trend towards establishing an international judiciary represented by the International Court of Justice. An important role in obstructing the execution and preventing the convict from obtaining his rights immediately upon the issuance of the judgment when confusion arises over the convict. Therefore, the first steps of reform in the implementation of judgments lie in the mandatory force of the provisions of the International Administrative Court, and work to provide the means and methods in proportion to the number of enforceable judgments.. to ensure the speed of implementation on the one hand and the safety of procedures on the other hand, so implementation is carried out within a framework of legality in order to preserve the rights of the convict.This study dealt with a very important topic related to the problems of implementing administrative judicial rulings issued against the administration.  The responsibility of the administration and the responsible employee is in the event of refraining from implementing administrative judicial rulings as well as in the case of laxity or slowness in implementation, the employee can initiate a criminal case against him, and his disciplinary responsibility can be raised by the administration itself and as a result it is possible to punish him disciplinaryly for breaching his job duties, and The administration can raise its responsibility for the delay in the implementation of administrative judicial rulings and file a lawsuit against it before the administrative judiciary to claim compensation, and the administrative judiciary can also rule on it, in addition to compensation, by canceling the negative administrative decision resulting from the refusal.
