The problem that the investigation ensured was the determination of the competent authority for the issuance of regulations and instructions in Iraq and Lebanon, the overlap of the legislative function with the executive work, and the expression of the limits of that function in the issuance of regulations and instructions. And the statements of the competent authority overseeing that authority and therefore the importance of research in recognizing the authority of the authority. The executive branch in this field and recognizing the competent authority to supervise them in Iraq and Lebanon with its executive function, considering that it has the authority to issue it in the constitution, whether in the field of facilitating the implementation of laws or in cases of necessity or control, because this The regimes have legislative features such as generality, abstraction, and duty, and in examining this issue we have followed a comparative analytical approach, and Lebanon to compare, to approximate and similarity in the regime between Iraq and Lebanon, and one of the most important results we have reached is the rule of law. It is essential. Powers of the executive branch to perform the assigned tasks based on the principle of separation of powers, the most important of which is the authority to issue bylaws and instructions. Rulings in Lebanon are constitutional, but the condition for authorization is that they must be granted by the legislature on behalf of the House of Representatives to the executive or the so-called procedural authority in order to issue legislative rulings to enforce laws or regulations. For the performance of public services, and we also knew that the competent authority to oversee the constitution, regulations and instructions in Iraq, is the Federal Supreme Court. In Lebanon, oversight is vested in the Lebanese Constitutional Council.
