The inconsistency and legal compliance of the internal and external relations of the Kurdistan Region with the central government after the change of the political system in 2003 led to the formation of the current constitution of 2005, which created new legal conditions for the Kurdistan Region And made it a region under the federal government of Iraq, which has powers in the field of oil investment and foreign relations. These new legal conditions are the result of this constitution (unlike previous laws). Despite these new conditions, the tension between the central government due to the non-delivery of revenues from the Kurdistan Region and the exclusivity of foreign policy has a negative effect on the federal government, This raises the question whether the Iraqi central government has dominion over the Kurdistan Region in terms of revenues and foreign policy? The purpose of this discussion is to invite the Kurdistan Region to adhere to the articles of the 2005 Constitution of the Republic of Iraq and valid laws related to the distribution of power and income fairly among the people and the realization of social justice without discrimination. This proposal is without the monopoly of the Kurdistan region in politics and the creation of judicial and legal solutions that solve the problem of organizing legal centers and distribution of wealth in the best way, which implies the unity of the state and maintaining its existence according to the federal system. The discussion method is descriptive and analytical And considers the existence of a central power in Iraq necessary to dominate the Kurdistan region in terms of revenues and foreign policy according to the constitution. The importance of this research is to stand on the totality of the legal rules that govern the authority of the central government in Iraq and its realistic effectiveness on the Kurdistan Regional Government of Iraq in terms of disposing of oil and non-oil imports and handing them over to the central government according to what was included in the federal budget laws and the mechanism that you specified.
