The Office of Financial Supervision and its role in overseeing administrative institutions in Iraq “A comparative study with Algeria”

Through this research, we want to know the extent of the efficiency and effectiveness of the supervision of the Federal Office of Financial Supervision in Iraq and the General Inspectorate of Finance in Algeria, and to reach a performance evaluation that gives a clear picture to the management of their performance, despite the presence of some obstacles that limited their fulfillment of their duties as required, as many Control bodies suffer from the absence of specialized performance evaluation programs and indicators that enable the preparation of reports that reflect the reality of performance in administrative financial institutions in terms of efficiency and economic effectiveness.

We have dealt with this issue by explaining the search terms and vocabulary related linguistically and idiomatically, and the structural organization of the Federal Financial Supervision Bureau and the General Inspectorate of Finance, as well as their terms of reference, powers and functions. We also addressed the ingredients and pointed out some of the obstacles that hinder their control of administrative institutions.

In the conclusion of the research, we touched upon the most important results that we have reached, and we have referred to some recommendations that we hope that the audit work will take place in general, including:

The necessity of preserving the independence of regulatory agencies and keeping them as far as possible from the interference of other state authorities and keeping them away from political interference, so that they accomplish their work with impartiality and without influence.

We also recommend the supervisory authorities to ensure the proper selection of employees, as they represent the qualified staff who perform the control work and ensure the effectiveness of the success of the work assigned to him in the spirit of one harmonious team.
