Parliaments in various countries of the world always strive to amend constitutions, some of which have greater progress in this important, and others that did not advance for several obstacles. What concerns us in this investigation is a comparative study of the role of the Iraqi and Lebanese parliament in creating and amending the constitution, so that we want to study them together to see the extent of their success in this matter and their progress until the constitution reaches the president for implementation in the state، The House of Representatives is the institution most closely related to and open to the public, and the House of Representatives is the only institution in the system of government that combines two main functions that form the representative structure that expresses the opinions of citizens. On the other hand, it is a legislative mechanism that enacts laws that govern the entire state.، As for the studies on this subject, no book, article, or message was found that is similar to the investigation that we have in our hands, but we found some books and articles that dealt with special angles of what we are dealing with, and that they were not comparative studies between the Iraqi and Lebanese parliaments, and this is what prompted us to the current study. ، During our research, we concluded that the constitution of Iraq is the federal law by which Iraq is currently governed. The constitution was approved in a referendum on October 15, 2005, and entered into force in 2006 under the occupation of the coalition forces, and it is the first document Legality approved by an elected Constituent Assembly and a national referendum since 1924 AD. As for Lebanon’s constitution, as a result of the acceleration and succession of events, and social transformations, the constitutional institution was obligated to resort to the constitutional amendment mechanism, and use it as a means to solve a crisis on the one hand, and preserve the political system on the other.
