Organizing the public office and building the state of institutions requires the formation of a body whose priority is to develop career work within the state’s departments, at a time when the need for the workforce in various specializations is increasing as a result of the expansion and diversity of public jobs, which require the balance of justice in employment to ensure equal opportunities for citizens in them, each according to His qualifications to occupy public positions according to the required conditions, To achieve this, there must be a regulatory body (the Federal Public Service Council) that undertakes this task in planning, implementation and control, leading to a balanced functional structure in terms of preparation and competencies with activities, duties and services performed, taking into account the continuous development of the public job, and despite the importance of this Council and its main role In the public service, especially in the fight against administrative corruption in the appointment of public posts, but it remained idle throughout the last stage, so the Council should not be neglected or neglecting the pursuit of its permanence, as it is not logical to leave the selection process for the public servant to the desires and whims of politics and its parties. The importance of the issue stems from the lack of a comprehensive study of the legal organization of the Iraqi Federal Service Council, as well as raising and developing the level of the public service, providing opportunities and ensuring the principle of equality among all individuals applying for public office, contributing to the development of the administrative apparatus, raising the level of the functional structure, developing its efficiency, and providing Care for them in coordination with the competent authorities. The role of the Federal Public Service Council in Iraq is to develop the administrative apparatus, raise the level of the state’s functional structure, develop the efficiency of public service employees, and provide them with appropriate social care in coordination with the competent authorities. As for the role of the Civil Service Council in Egypt, it presents proposals for developing the civil service and improving public services in the country. As for the role of the Civil Service Council in Jordan, it is to provide all services within the quality and efficiency standard, and to raise the efficiency of the polarization systems to meet the departments’ needs of human resources in accordance with the required job competencies. In this study, we will try to “shed light on the role of the Service Council in Iraq and the comparative legislation” by following the descriptive-comparative approach, and then show the extent of the council’s independence and the extent to which it is possible to exercise control over it by following the analytical approach in order to determine the general.
