Equality between people means that the human soul is one, and there is no difference between one person and another. People are equal, and there is no discrimination between them because of race, gender, religion, color, political opinion or creed. People are of the same race, and if their colors and tribes are diverse, there is no particular sect to distinguish from another sect. People are equal in rights. Among these rights is the right to hold a public office. In Iraq, given the rampant corruption in the corridors of state institutions and the large number of nepotism and nepotism in assuming jobs, the Iraqi constitution required the establishment of the Federal Service Council, which has broad tasks, including equality in assuming public office, and that the basic rule of human rights and freedoms is based On the principle of equality between all people without discrimination for any reason whatsoever and the adoption of equality between people means giving them their share of rights in return for the duties imposed on them. As for wasting the principle of equality between individuals in the right to hold public office means a waste of this right and the rest of the rights and other freedoms. We have used the method of comparative analytical descriptive research Between Iraqi law and Jordanian law, and that the aim of this study is to emphasize what the declarations of human rights and Constitutions and laws, whether Iraqi or Jordanian, to ensure the application of the principle of equality in assuming jobs and reference to the role and mechanism of the Federal Service Council to achieve this principle in Iraq and the Civil Service Law and its guarantees to achieve the principle of equality in Jordan and referring to some jobs that are an exception to the principle of equality to take over The public job and it was found through our findings that the Federal Service Council enjoys an active role as it enjoys financial and administrative independence and exercises exclusive powers to organize the affairs of the public job and to ensure transparency of the assignment of jobs as well. It represents a legal and administrative event of a high degree of importance. According to what is specified by law, and these powers are broad and manifold, as well as overlapping with the work of other ministries and exceeding the capacity of the Council itself, being a newly established council, because of its extension to what must be implemented by ministries and agencies not associated with a ministry. Complete all his formations and enable him to perform the duties required of him, as the consequences of his performance are for The tasks entrusted to him to carry out have positive results, including the elimination of unemployment, poverty, and administrative and financial corruption in the corridors of state institutions.
