International constitutional charters impose many obligations and duties on public authorities in the state، the most prominent of which is the provision of food for all residents of countries، and this commitment is recent، and is mainly due to the efforts of the legislator at the level of public law and then moved to the level of internal legislation
The concept of satisfying food needs is related to the national security of the state، which affects its political independence، and it is a criterion for measuring the state’s strength in economic and social terms، as countries with developed economies are distinguished by the abundance of foodstuffs and their export to countries that cannot satisfy their demands from the domestic product. Some countries go even further to provide sufficient food stocks to meet future demand in an emergency in which food cannot be produced in order to prevent monopoly. It should be noted that many constitutional systems have adopted the concept of food security in its importance and impact on the lives of the population. It is possible to imagine the continuation of human life in the event of its depletion or endangering its level. It is noticeable that most constitutional systems are keen to include in their constitutions texts that include the state’s duty to fulfill the requirements of food security، as this path has become a common path among the constitutions of the modern world countries.
