The study of this research is summarized in a group of workers’ rights, as it looks at the stages of development of workers’ rights and the importance that workers acquire in addressing and addressing the expected dangers and mitigating them if they occur. Social security for workers’ rights is in itself a very important way to market it against the expected dangers for the employer and the worker and provides protection against losses Unexpected material losses to the worker, as a result of political and social developments, led to the emergence of social security in various forms until it reached this form in the present time, which focused on the work environment and its employees, in addition to the role of trade unions and their continuous struggle. It was considered one of the alternative means of income for the worker when he was unable to Working while injured at work. The most important organizational feature in the concept of workers’ rights is government intervention and the guarantee of services under its supervision or under its supervision. In fact, governments were responsible for guaranteeing workers’ rights, and these guarantees were the main issues in the field of labor law, and public services in different legal and political systems were the subject of different debates. The issue of labor rights can be viewed from different angles. Public rights in the field of welfare and social security is one of the main services that governments pay special attention to in order to ensure the interests and welfare of their people, because in today’s world, a dynamic and growing society without an effective social system welfare has been very difficult for many years government and policy makers often focus on welfare social as a social issue only, Especially in developing countries governments have always faced difficulties in providing government workers rights in ensuring public services to citizens (focusing on social welfare and social security services; comparative study in the two government systems of Iran and France). In this research, while explaining and visualizing public services and the government’s role in ensuring workers’ rights, the field of social security and social welfare, as one of the most important and vital sectors of society, central planning and government policies in this field, which include (the comprehensive system of social security and social security three Layers) We also studied the programs and how to ensure public services in the field of social welfare in France, what is clear in a country like Iran, insurance and non-insurance for citizens, which are implemented with careful planning, so using the experience of these countries can help The Iraqi government and planners contribute to achieving social justice, alleviating poverty and inequality, and equitable distribution of services to workers.
