Most of the developing countries do not rely on bureaucracies to manage and archive their citizens’ transactions, but rely on modern technological techniques in various areas of service to society, a process known as “E-governance”. Since the Iraqi government is new to this type of e-management technology, the researcher has selected the Dhi Qar Health Department as a model for his academic study to become familiar with such E-governance programs and to use new media technology in this field; Because the research issue revolves around awareness of E-governance services and mechanisms in Iraqi government institutions, and the Dhi Qar Health Department has been selected as an example.
The necessity of this research is to recognize the reality of e-governance on the one hand and to recognize the reality of new media on the other hand and to present it to the government institutions, in order to boost the strengths and correct the weaknesses after identifying the type of services and governance mechanisms.
In order to conduct this research based on the approved research methods, the researcher, after preparing a set of questions using data collection of Dhi Qar Health Department staff, has used a descriptive analytical method based on interview tools.
By analyzing the data, we achieved important results, including: Lack of transparency leads to failure and weakness in job performance in health institutions and due to lack of annual plans, ambiguity in governance policy in health institutions and also lack of staff in the information technology sector, and lack of training and upgrading staff skills in this field, the inclusion of information and communication technology is a priority for the development of health systems and helps to produce drugs, vaccines and medical devices
