In our research, the cultural rights of minorities will be discussed in domestic and international law, and these rights are represented by language, religion, education, and the right to participate in cultural life. Their existence as a distinct group with its own culture is essential. The issue of legal protection of minorities and empowering them to assert their human rights is one of the most important issues that deserves attention, especially since most of the countries in the world today include various religious, linguistic, racial, etc. minorities. The importance of research on this multifaceted legal, political, social and multifaceted issue has no evidence. The problem of minorities and the availability of the necessary support for them and the prevention of discrimination between them are problems that are not only the attention of governments, but also the focus of attention of the entire international community, especially in global and regional international organizations such as The United Nations, the European Union and the Organization of American States have become. Therefore, the stability of peace and security is linked to the protection of these rights, and these cultural rights of minorities are of particular importance. is. For this purpose, the research topic was divided into three chapters and we came to the conclusion that minority members are characterized by certain rights and these rights have a direct impact on minorities, especially their cultural rights, which include the right to participate in cultural life, the right to education, the right to language and the right to choose and practice religion are shown. Many declarations, charters and international constitutions have specified these rights, but still it is not enough to say that a minority has all its rights, so in practice there should be strict control and implementation in this field. Provide the necessary protection for these rights from any violation or harassment. We recommend that the international community should seek to outline a special convention for the protection of minority rights, especially “cultural rights”, and facilitate the binding of governments to it, and respect the wishes of parents, support the opening of private schools for minorities, giving full opportunity to hold festivals and seminars related to cultural heritage, freedom of the press, media, publishing and the need to consider expanding the powers of the United Nations to follow up on the obligations of member states, the level of respect for human rights, including the rights of minorities, and creating Institutions or special committees whose mission is to follow up its implementation. The obligations of the governments and the implementation of the agreements they have ratified are related to human rights.
