This letter talks about the controversy of the relationship between political and administrative corruption and aims to clarify their features by mentioning the definition of each of the corruption and knowing their impact on the public office,There is no doubt that the phenomenon of political and administrative corruption is spreading in all countries, and there is hardly a society without it, whether these countries are developing or modern. Among the forms of corruption, bribery, embezzlement and abuse of influence,These are committed by an employee or a member of the legislative authority according to the powers he possesses according to the law, which leads to political and employment instability and waste of public money. And that Iraq is among the countries that suffer from the phenomenon of corruption, which has become a great danger to government institutions, which has formed a functional crisis, For this reason, Iraq has stipulated in its internal legislation as well as international agreements to establish special bodies to monitor, combat and prevent this phenomenon, and grant it exceptional powers in some cases.To address this, the research will be divided into three chapters preceded by an introduction. The first chapter includes the conceptual framework for political and administrative corruption in Iraq, where the first topic deals with the concept of corruption and its historical development, while the second talks about what is political and administrative corruption. The second chapter deals with the impact of political and administrative corruption on public jobs and development. The first section deals with the impact of corruption on public jobs, while the second topic talks about the impact of corruption on economic, political, social, administrative and legal development, while the third section deals with the impact of corruption on other aspects.And the third chapter on the role of procedures and methods that combat corruption and curb this phenomenon ,It consists of three sections, The first topic deals with the impact of the legal environment in Iraq on combating corruption. The second topic includes the role of international and regional conventions to limit the spread of corruption. The third topic deals with the controversy of the relationship between political corruption and administrative corruption.
