Distribution of competencies between regions and governorates The Federal Ministry of Finance works annually at the expense of the federal government’s budget and coordinates the wishes of the various administrative fields in cooperation with the Republic’s Chancellor. The UAE constitution adopted the federal system. This represents a qualitative leap in the modern constitutional history of the United Arab Emirates, where the shape of the state changed from a simple state to a complex federal state, and some problems were noted between the federal and local authorities in the region. And the governorates, due to the different interpretation of the constitutional texts related to the federal authorities and their powers, and because there are contradictions, overlaps and ambiguities in the constitution that the actual application of federalism is far from its scientific legal concept. Between revenues and expenditures, the nature of the research necessitated the adoption of the comparative analytical method, which is the method that is adopted in the study of the phenomenon, as it highlights the similarities and differences between two or more phenomena between the Republic of Iraq and the United Arab Emirates. It is applied in Iraq or somewhere, but there is an idea that expresses a combination of joint government for certain purposes and regional autonomy for other purposes within a political system that has been implemented in various forms. To adapt to different conditions, this comparative study has shown that within federations in general, there is great diversity in the types of social conditions that have been accommodated and a wide range of institutional arrangements and political paths that have been adopted. We also call on the Iraqi legislator to reconsider the issue of giving priority to the right of non-specialized regions and governorates in a region in the event that it is not compatible with the laws of the Union at the level of the mentioned joint forces. . in the constitution. In Article 115, since the content of the said Article does not correspond to the prestige and supervision of the central federal authority over governments, the regions should have an advantage in the combined powers of the federal legislature, since the central state represents the federal state as a whole, while it represents only the district itself.
