 The issue of the multiplicity of regulatory agencies over the work of the executive authority and the performance of state institutions and official departments in Iraq in terms of controlling public funds and combating administrative and financial corruption is one of the important topics and interest in it increased in Iraq after the changes that occurred in the year 2003 and the desire of the legislator to pay attention to the supervisory aspect. Considering that oversight achieves the public interest in the state in order to uncover the defects and shortcomings in the administrative aspect and the growth of public interests achieved by the control، the legislator has been pushed to establish supervisory bodies and give them competence in overseeing the work of the administration and combating financial and administrative corruption and preventing it، and to ensure the safety of state funds and the good performance of the employee for the job Administrative. Although the legislator created three oversight bodies represented by the Integrity Commission، the Federal Office of Financial Supervision and the offices of the general inspectors، however، Iraq is one of the countries in which cases of financial and administrative corruption have appeared and these cases have lost their money and wealth in the previous period despite the fact that these The three supervisory agencies are the ones that constitute a guarding tool for state funds and bear the responsibility for that before the competent authorities، in fact، if they are left without accountability and oversight، the administrative bodies cannot fully achieve the public interests of the people، due to the inability to detect cases of defects، deviation، and financial and administrative corruption within them. As talking about achieving public interests leads us to combat the danger of financial and administrative corruption inside the country and to combat it and to prevent this danger. Surveillance must be exercised by special agencies for this. Indeed، the legislator has established three special bodies in supervisory work to protect public money، preserve the dignity of the public office and prevent deterioration within it. Therefore، we have in the country a multiplicity of specialized agencies in oversight and combating financial and administrative corruption، and this leads us to inquire about the role of these agencies in organizing the relationship between them and their role in combating financial and administrative corruption

Where the problem of our research this is the spread of administrative and financial corruption and its increasing danger to society، the work and performance of official and government institutions، and the public interest of the state.

 So our discussion came as a modest attempt to delve into this topic to shed light on the role of multiple regulatory agencies in Iraq in monitoring the work of the administration، combating financial and administrative corruption and preventing it، and ensuring the safety of state funds and the good performance of the employee for the administrative position

Where we relied in our research on the analytical approach by analyzing the legal texts contained in the Iraqi laws that dealt with Parliament، the Federal Office of Financial Supervision، or the Integrity Commission and the offices of the inspectors، a logical and scientific legal analysis in order to come up with a legal outcome with positive results in our message.

The research has concluded several things، the most important of which is that the control exercised by regulatory bodies independent of the government or administration is more effective and bold in detecting defects، negligence، negligence، and everything that falls into the concept of administrative corruption، especially if these agencies possess investigative powers and even impose penalties on violators، where these bodies are derived. The multiple oversight that performs the supervisory process is based on the law، that is، in order and degree، and the text in the constitution on it is the advantage that gives it freedom in composition and independence، and despite the text in the constitution on the height of the Financial Supervision Bureau in terms of financial and accounting، but in reality the Integrity Commission has the height For her enjoyment of quasi-judicial action

The objectives and reasons for establishing multiple regulatory agencies are often unified، which is to prevent corruption and treat it by taking measures against it. The preventive goal of corruption is achieved in preventing the deviation of the administrative function.

The manifestations of administrative and financial corruption constitute an obstacle to development efforts that work to empty the development plans of their content and divert them from their correct path، as leaving matters in their current state will lead to a greater deterioration in the situation of corruption in the coming years، which ultimately leads to deviations from practice. The healthy and its negative and social effects، both at the individual and society level
