Jihadi Salafists’ Perspective on “Ruling According to other Than what Allaah has Revealed”; A Critical Review

One of the main issues of jihadist Salafis such as Sayyid Imam Sharif, Moghaddasi and Abu Musab al-Suri is the issue of ” Judging non-God Almighty “. According to the jihadist Salafis, the issue of ” Judging non-God Almighty” is not just a minor issue, but goes back to the principle of faith. Therefore, leaving the divine decree, Establishment and implementation of status laws, legislation of customary laws And complaining to those who rule the Status rules It is considered as a violation of faith And the title of apostate refers to them. Of course, in the opinion of this group, the mujtahid who is wrong is excused from this issue if she makes a mistake due a religious reason.

 For the issue of “ruling on something other than what the Qur’an has revealed,” the Salafi jihadists have cited three criteria for declaring disbelief (takfir), each of which alone leads to apostasy and exit from Religion. These three criteria are: not ruling on anything other than what God has decreed (divine ruling), enacting customary laws, signing or accepting orders other than God’s command. According to the jihadist Salafis, there is a criterion of declaring disbelief (takfir) in some individuals or groups And in some others, there are all three criteria. According to this group, the president has three criteria of heresy, the parliament (legislature) has three criteria of heresy, and the judges and those who have the judiciary have two criteria of heresy. According to the Salafi jihadists, ruling and obeying the rulers is invalidated because of ruling on something that God has not sent down. And the Islamic society is a society of ignorance and heresy  Rebellion against the rulers is obligatory, and the Muslim people have become The atheists because of their obedience to the rulers or even their silence.

 In this treatise, an attempt has been made to study and critique the arguments of the Salafi jihadists through a descriptive-analytical method. After examining the arguments of the jihadist Salafis It became clear that their interpretation of the verses is incorrect and the verses they cite are not applicable to the current Muslim rulers and people. In other words, it is negative to the annulment of the subject Because the laws enacted by the rulers or the Judges and parliaments to regulate the affairs of Muslims are not in conflict with the general principles of Islam. In general, it can be said that the issue raised by the Salafi jihadists that all the rulers or those who make such laws or leave the rule of God are atheists is incorrect. And the most that can be said about some of them is that they are wicked Muslims. However, those who intend to disobey the divine commands, or commit such acts out of stubbornness or enmity, or consider themselves to be lords or deities, and on this basis, enact, establish and enforce a law. Undoubtedly, their ruling will be polytheism and heresy.
