After we dealt with this study، we find that the job performance appraisal system needs adjustments، whenever the need arises، problems have arisen in the application and the development of the concept of the civil service so that it is not an obstacle to progress and development in the career path، as we cannot assume that all employees perform well and at one level of competence، without The existence of a means that determines that level، as sound logic and reason do not accept granting rights to everyone without evidence of their competence and good performance. Reports have a significance that transcends every controversy that questions their necessity and is not indispensable by another method. And their job behavior is subject to accurate evaluation and the consequent impact of that، and the necessity to include all public employees in the administrative apparatus with the job evaluation system، as they are all charged and responsible and their performance must be evaluated، and the difficulties and problems facing the application of this system must be addressed، including preparing realistic evaluation forms according to the nature and activity of each An administrative unit، and setting objective standards that include all aspects of the work، and the employee who is subject to the evaluation must be informed of the elements and standards of the performance evaluation form in advance to be a work guide for him not This is in the interest of both parties، as well as for the administration to conduct training courses to prepare and train employees، as job training contributes to raising the morale of workers within the administrative apparatus، and increasing their willingness to provide the best as a result of their feeling of the state’s interest in developing their potential at work، following up on their career path and that their interests go side by side With the public interest، which the state seeks to achieve through its various administrative bodies، and training itself is a technical، practical and scientific administrative means، through which the human performance at work can be accessed to the maximum extent possible in form and manner، which achieves the optimal use of available human resources and training as a means to achieve، Multiple goals related to the general job need thoughtful and careful planning because training is one of the factors of success or failure in career advancement، on the way in which the performance of employees is evaluated.
