Oversight and control of public finances are critical factors in any democratic society, but especially in new democracies. Accountability of government for financial matters is one of the oldest functions of parliament, parliaments perform many important functions within the governmental and political system, and the enactment of laws and government actions are accountable. However, Parliament’s scrutiny and control over financial matters is a necessary area. Financial oversight functions in parliament range from delegating the executive branch to collect revenue through taxes and fees to giving the government permission to spend these money on public services and ensuring that the money is covered. Effective oversight can build parliament’s reputation as the people’s destiny by ensuring that public money brings value for money. When you spend it. Financial auditing is also necessary as a means of verifying integrity in public finances and detecting corruption by looking directly at every individual, institution or company. Therefore, every parliament must look closely at how it operates and, if necessary, make changes in order to ensure that it carries out the audit. The financial authority has the highest levels of personal financial control, and that it is an independent financial and administrative body linked to the supreme financial authority in the Iraqi parliament, and according to Article (103) of the Constitution of the Republic of Iraq for the year 2005, represented by the head of the office or whomever he authorizes, the control of public money wherever it is found through work monitoring. One of the entities subject to its control in all parts of Iraq under Law No. 31 of 2011 (amended). It is considered one of the leading authorities in protecting public money, controlling fraud and manipulation issues, combating financial and administrative corruption, and actively contributing to supporting the national economy, which contributes to building a new Iraq based on its management on solid and stable financial and economic foundations, and the financial and administrative independence of the Diwan ends the constitution, and this What supports the bureau in exercising its control over the work of the executive authority.
