The crime of bribery is one of the most serious crimes against job duties, as it is an attack on the public interest and an attack on the public administration of the state alike. It has become a threat to the country’s economy, because the progress and progress of countries are inversely measured with cases of administrative and financial corruption in that country. Administratively and financially, it is one of the serious crimes that affect the duties of the job and that the public servant commits. And whenever bribery spreads in any country, it is considered evidence of the spread of corruption, backwardness and poverty of society. By imposing penalties on anyone who is tempted to tamper with the requirements of his job, the importance of this topic stems from the seriousness of the crimes of administrative bribery and bribery, because of their negative impact on public work and the public interest of the entire state, considering that their impact in addition to harm affects society as a whole and therefore affects individuals, because Individuals have to pay for services to use public utilities that are not imposed by the system. The facilities pay for it. Undoubtedly, the interaction of the economic, social and cultural conditions surrounding members of society, especially public officials, contribute to the continued spread of this phenomenon, and the fight against bribery through cooperation and coordination between national, regional and international organizations. The main question is how to combat Iraqi laws and Islamic law with administrative bribery. The descriptive analytical approach was followed, and the thesis reached a number of results, the most important of which is that the crime of bribery has an impact that threatens the integrity of the public service and the private business sector, and undermines the national economy, while causing disruption to the work of public and private institutions, and depriving citizens of the right to vote, which undermines. Citizens’ sense of the state’s ability to guarantee all basic services. Among the proposals of these studies, we recommend Iraqi lawmakers to take the necessary measures to ensure the implementation of the Convention against Corruption and the Convention against Transnational Organized Crime, such as the immediate issuance of the law by the Parliament to the National Anti-Corruption Authority and the search for an independent government agency. Dedicated to combating corruption, giving it the power to follow up the work of state agencies and conduct investigations and prosecutions or appoint committees to promote the anti-corruption law amendments proposed by the Integrity Commission as this is the best legislation to implement anti-corruption policies. Corruption in all its forms, including bribery.
