Accountability is one of the oldest responsibilities, which is the reason for the emergence of parliaments in many countries, because the poor practices of governments in taxes and expenditures have led the people to deal with them, but governments Obey. The management of institutions over time, according to their type and quality, leads to the formation of such parliaments in order to create economic and social budgets by resolving disputes that affect the country’s economy and ending the gaps in the distribution of property. The reason is that the general budget is the basic document to meet the needs of the country, which is reflected in the areas of politics, economy and budget. The text of the Iraqi constitution states that certain delegations have authority over the bureaucracy, but current activities have proven this by putting it on paper and how it works, because the House of Representatives has many problems. Among the problems related to the weakness of the text of the constitution, the main purpose of this study is to show the role of parliament in passing the budget law and its authority over government administration in law enforcement, administrative members in promoting the role of government and their involvement in many The economic and political aspects, as well as its value in eliminating corruption by the aristocracy of the various parliaments, reveal the importance of control over the public budget, and its importance on the public budget is reflected in the aristocracy of the House of Representatives. . The results of this research are as follows

  1. The law on public budget is the main principle that determines the most justified payments and revenues that are received for the government, and according to it, this law is approved by the parliament.

  Parliament plays an important role in controlling the implementation of the public budget law through parliamentary committees and various bodies, which oversee the work of executive bodies during the implementation of the law.
