The phenomenon of minorities has become one of the phenomena that express the characteristics of world stability due to the ethnic، linguistic and religious differences that color the world.

The issue of minorities is one of the sensitive topics that have been raised from the perspective of public international law and international humanitarian law، as the importance of protecting the rights of minorities is evidenced by the ensuing relationship between peace and international security. Protection of these human groups، but this protection was once dissolved under human rights and again appears as a special right.

In drafting the Iraqi Constitution of 2005، the Iraqi legislator attached considerable importance to establishing the civil، economic and political rights of minorities in accordance with the guidelines of the two international covenants in this regard. We have also explained the mechanisms that can be invoked internationally and inferred at the national level.
