The problem of managing the oil file in Iraq is one of the most prominent and complex problems facing the Iraqi governments that were formed since 2003 due to the importance of this file at the national level. Perhaps the most prominent share of the complications that permeate this file is the conflict between the federal central government and the regional government, which is fueled by Basically, conflicting legal and political views. The research aims to establish national control over all sources of national wealth in the country, allowing them to be used efficiently in achieving political and economic goals. This has already been done by nationalizing oil companies and subjecting the oil process, production and marketing to the basic requirements of industrial development in Iraq and that building socialism requires providing the material accumulation necessary to achieve development in the various commodity and service sectors, and these sources are usually determined by the structural structure of the national economy.

The researcher concluded that the legal solution to the oil export disputes between the Iraqi government and the Kurdistan region is to follow a wise policy in managing energy resources in terms of developing cooperation between the Baghdad government and the regional government, not for competition and conflict. Oil and natural gas are two vital resources that can be optimally invested in achieving political stability and economic development in Iraq in general. And the Kurdistan region in particular

Also, the emergence of many imbalances has caused the emergence of many crises between the center and the region over a decade, due to looking from different angles of the constitutional texts in force according to the federal constitution of 2005 AD

And the texts that were developed to resolve the dispute over the ownership of oil wealth and the mechanisms and ways of managing it between the region and the center were the basis for the emergence of a deeper dispute. Instead of these texts being decisive for the conflict, they became the source of endless disputes between the central government and the Kurdistan Regional Government because these texts carry some ambiguity with them
