Whereas judging is a human act that suffers from error or forgetfulness; The matter that may result in the loss of rights and violation of the right and justice that the Islamic Sharia came to command، and calls for giving everyone who has a right his right; The strong in her is weak until the right is taken from him، and the weak in her is strong until the right is taken from him.

This research (the competent authority to consider appeals and conflict of jurisdiction in Iraqi and Lebanese law) came to clarify the appeal، which is a right guaranteed by law for every citizen who has an interest. Here comes the conflict of jurisdiction، including spatial، qualitative، and even regional، and here it must be known whether it is within the jurisdiction of the court to which the appeal is submitted to consider it or not. Not in its original capacity، but in another way، and there are also rules and laws that must be followed، including notifications and others، as well as knowing the effects of the appeal and dispute on the implementation and issuance of the judgment in absentia، and finding legal and judicial ways to settle disputes between judicial authorities with the aim of achieving the right and returning the right to its owner.
