This thesis deals with an important aspect of administrative decisions , Financial decisions, and any decisions that have a financial impact, are not within the scope of this research, It has limited designs in it, no shoes, it is a term of a occupancy, And my designs are beside it, there is no water , dismissing the sight of any outlet , His brother is near him in a stronger exile, I mean a bag of my money, I’m going to have to fix it, And it has also stated an important aspect of financial decisions, often abandoned by specialized legal studies, that do not belong to the category of financial administrative decisions resulting from disciplinary penalties regulated by Article 8 of the disciplinary code in Iraq, This study outlined a new map for financial administrative decisions, which is a prelude to the category of financial administrative decisions regulated by inclusion, This thesis examines the conditions and pillars of financial administrative decisions, Because these decisions belong to the theory of general administrative decisions, and as a result, general rules apply to them, Also, in this research, the effect of these decisions, their shape and how they are formed in terms of disciplinary penalties has been investigated, As well as promotions, promotions and other systems that are proportionate to what the Iraqi legislature has pursued in lebanon and legislative laws of the Islamic Republic of Iran and what the Iranian legislature has followed, Also, this study focused extensively on the subjectivity of these decisions to the theory of legality, resulting in judicial oversight and various legal consequences of this oversight, This study was designed according to legal pillars covered by integrated theory of financial administrative decisions that have not been clarified in Iraq, Lebanon or Iran.
