The topic of the research revolves around the majority and its relationship to legitimacy in political systems from both sides, positive law and Islamic law, and to present a new reading of one of the problems that is related to our political culture and the extent of the authority of the majority in establishing the principle of legitimacy for the ruling regime, as the positive laws dealt with the concept of the majority and its reflection on legitimacy in political systems, and here lies the goal of knowing the majority and determining its concept and its reflection on the legitimacy of the ruling regimes. The importance of this research comes to reach a clear concept after researchers and specialists did not agree on a specific criterion to distinguish between the majority and the legitimacy conferred on ruling regimes, so the research aims to clarify the concepts of scientific research , illustrating the nature of positive law and Islamic law, to move to presenting the majority and the mechanisms for its achievement in positive law and Islamic law, and thus studying the effects of the legitimacy of the system based on the majority in positive law and Islamic law, by following the descriptive approach and the analytical approach and the use of reference books, scientific articles, Internet and other sources to help understanding The topic and the opinions presented by the professors and writers and discussed in a scientific manner, in order to clarify the adopted concepts in the research and to reach the results that were derived through the harmony of the concepts with each other in terms of the majority and the legitimacy of the system and its role in achieving the desired goal, so that the topic of the research opens great horizons for researchers to study the topic in details , especially in the context of contemporary mechanisms, in order to implement this principle in political life, especially by highlighting the role of ijtihad in political life, so that the research will open its horizons to students who are interested in this field.
