This study focuses on the fact that most of the constitutional systems in the world have adopted the principle of parliament’s sovereignty in legislation, preparation and voting. Legislation in most countries of the world is considered the mediator through which social and economic changes take place, and it is one of the basic mechanisms by which governments and parliaments can respond to the changing and renewable needs of societies. . Hence the problem of the research with what is the relationship of the President of the Republic with the legislative process in the comparative systems. To determine the extent of the dominance of the performance of the President of the Republic in the legislative process in the comparative systems, especially in Iraq and Iran, and to clarify the degree of balance between the powers in the country, Where the comparative analytical descriptive approach was followed to solve the research problem and study the most important results and recommendations to reach a conclusion to solve the main question and to find the constitutional foundations for condemning the President of the Republic in Iraq, Egypt and Iran. We address this issue despite the presence of previous studies to arrive at a new study, and we note if we have reached a new solution to treat this issue.
