The importance of this research lies in two aspects, the first of which is to identify the types of effects of the principle of regular functioning of public utilities in the administrative function. The second is its importance from the importance of the subject being treated, the regularity of the functioning of public utilities ensuring the direction of the work of the administrative function to achieve its goal of maintaining public order, and the resulting protection of public rights and freedoms. In my study, I followed this analytical approach by referring to scientific references from public and private literature, research, periodicals and scientific seminars. The current study is an attempt to present an analytical legal study by reading the texts of internal laws. The judiciary’s innovation of modern successful mechanisms, such as the theory of emergency conditions, in order to protect the public facility and its regularity on the one hand, and to protect its clients on the other hand, came in order to preserve the principle of continuity of the public facility, as well as in order to provide quality and quality services. Public Facility There are shortcomings in the safeguards and practices in our society, and they are not sufficient and effective alone to ensure the regular functioning of the public utility.
