The virtual world is an immaterial world, and therefore the offender hides in it in different ways and may be thousands of kilometers away from the crime scene, and it only costs him to oblige him to press a button, and because of that, such crimes spread very quickly, and we find that the Iraqi legislator did not keep pace with this tremendous speed In his legislation, as he did not legislate a crime and remained satisfied with the general rules of the Iraqi Penal Code, which are not sufficient to cover cybercrime. He pointed out that social networking sites are characterized by the absence of restrictions in creating their pages, as well as the materials published in them, which gives a negative or positive impact, or both, which is determined by the user’s uses of some websites. Accordingly, the problem of this study revolves around clarifying the objective and procedural provisions of the criminal impact of the abuse of freedom of expression through social networking sites, which becomes clear in the main question: What is the criminal impact of the wrong use of freedom of expression on social networking sites? Accordingly, the Iraqi legislator dealt with the ordinary crimes of blackmail and threats, but the issue of electronic blackmail and electronic threat is not the most prominent example of the violation of freedom of expression through social networking sites, as it did not take a serious step regarding information crimes and their regulation by a special law. To address this, we will divide our study into three chapters. In the first, we explain the concepts and faculties, and in the second, the legal framework for the abuse of freedom of expression through social networking sites.
